'incline to follow conservative' is the wordplay.
'incline' becomes 'ramp' ('ramp' can be a synonym of 'incline'**).
'to follow' says to put letters next to each other.
'conservative' becomes 'c' (abbreviation commonly used in UK politics).
'ramp' put after 'c' is 'CRAMP'.
