'risked little when entering tavern' is the wordplay.
'risked' becomes 'bet' (eg to bet money is to risk it).
'little' becomes 'wee' (similar in meaning).
'when entering' indicates putting letters inside.
'tavern' becomes 'inn' (I've seen this in another clue).
'bet'+'wee'='betwee'
'betwee' inserted inside 'inn' is 'IN-BETWEEN'.

(Another definition for in-between that I've seen is " Intermediate".)
