I believe the answer is:

problem children

'issue' is the definition.
I know nothing about this answer so I cannot tell whether this works.

'being an issue?' is the wordplay.
'being an' becomes 'problem' (I can't justify this - if you can you should give a lot more credence to this answer).
'issue?' becomes 'children' (I've seen this before).
'problem'+'children'='PROBLEM CHILDREN'

(Another definition for problem children that I've seen is " one finds hard to bring up".)
