(I know that mantra is a type of slogan)

'it catches fellow removing parking' is the wordplay.
I cannot quite understand how this works, but
'it' could be 't' (abbreviation. e.g. in 'tis) and 't' is found in the answer.
'fellow' could be 'man' (fellow can mean a man) and 'man' is found within the answer.
The remaining letters 'ra' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
