'tonga' can be an answer for 'monarchy' (I've seen this before). I am unsure of the 'island' bit.

'knight wearing robe' is the wordplay.
'knight' becomes 'n' (chess abbreviation).
'wearing' indicates putting letters inside.
'robe' becomes 'toga' (I have seen 'Roman robe ' mean 'toga' so perhaps 'robe' could also mean 'toga').
'n' going into 'toga' is 'TONGA'.
