'largely' means to remove the last letter (most but not all of the letters).
'rotate' becomes 'turn' (I've seen this before).
'royal engineers' becomes 'RE' (abbreviation).
'over time' becomes 't' (abbreviation. I am not sure about the 'over' bit.).
'turn' with its last letter removed is 'tur'.
'tur'+'re'+'t'='TURRET'
