I believe the answer is:

idles

'ticks over' is the definition.
(I've seen this before)

'learner in poor side' is the wordplay.
'learner' becomes 'l' (as in a learner driver with L-plates on their car).
'in' means one lot of letters goes inside another.
'poor' indicates anagramming the letters.
'side' anagrammed gives 'ides'.
'l' inserted inside 'ides' is 'IDLES'.

(Other definitions for idles that I've seen before include "Spends time doing nothing" , "Does little, just ticks over" , "Wastes time" , "Lazes around" , "Lazes about, just ticks over" .)
