The definition and answer can be both animals as well as being plural nouns.
Perhaps they are linked in a way I don't understand?

'listen on board' is the wordplay.
I cannot quite understand how this works, but
'listen' could be 'hark' (harking is a kind of listening) and 'hark' is found in the answer.
'on board' could be 'ss' (I've seen this in other clues) and 'ss' is found within the remaining letters.
This accounts for all the letters.
