'northern region' is the definition.
(I've seen this in another clue)

'lorry briefly going round cold' is the wordplay.
I cannot really understand how this works, but
'cold' could be 'c' (eg on taps) and 'c' is found within the answer.
'lorry' could be 'artic' (articulated lorry is a semi-trailer truck) and 'artic' is located in the leftover letters.
No letters remain.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?
