'lyric' becomes 'lay' (lay can mean a song).
'outside' means one lot of letters goes inside another.
'lifted' shows that the letters should be reversed in order (going up in down clue).
'little' becomes 'wee' (similar in meaning).
'wee' written backwards gives 'eew'.
'lay' enclosing 'eew' is 'LEEWAY'.

(Other definitions for leeway that I've seen before include "Give" , "Room for movement within limits" , "Drift to make up" , "Scope for freedom of movement or action" , "Margin of safety" .)
