(I've seen this before)

'mean times' is the wordplay.
'mean' becomes 'near' (both can mean miserly).
'times' becomes 'by' (both can mean 'multiplied by').
'near'+'by'='NEARBY'

(Other definitions for nearby that I've seen before include "In the vicinity" , "somewhere close" , "Around the corner" , "A short distance away" , "Barney (anag)" .)
