'rocketing' can be an answer for 'rising' (rocketing is a kind of rising). I'm not certain of the 'quickly' bit.
'music on key-ring' is the wordplay.
'music on' becomes 'rock' (I can't explain this - if you can you should believe this answer much more).
'key' becomes 'e' (I've seen this in other clues).
'ring' becomes 'ting' (I have seen 'Sharp ring ' mean 'ting' so perhaps 'ring' could also mean 'ting').
'rock'+'e'+'ting'='ROCKETING'
