(I've seen this before)

'noble receives royal recognition' is the wordplay.
I cannot really see how this works, but
'noble' could be 'earl' (earl is a kind of noble) and 'earl' is found within the answer.
The remaining letters 'obe' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
