Although both the answer and definition are singular nouns, I cannot understand how they can define each other.
'not running aluminium' is the wordplay.
'not running' becomes 'off' (I've seen this in another clue).
'aluminium' becomes 'al' (Al is the chemical symbol for aluminium).
'off'+'al'='OFFAL'
