sinai

(I know that Sinai is in Egypt)

'offence capital' is the wordplay.
'offence' becomes 'sin' (a sin is an offence or transgression).
'capital' becomes 'ai' (resembles 'A1', old-fashioned term for excellent).
'sin'+'ai'='SINAI'
