misdemeanour

'offence' is the definition.
(I know that misdemeanour is a type of offence)

'victim ultimately is bearing?' is the wordplay.
'victim ultimately' becomes 'mis' (I can't explain this - if you can you should give a lot more credence to this answer).
'is bearing?' becomes 'demeanour' (I've seen this before).
'mis'+'demeanour'='MISDEMEANOUR'

(Other definitions for misdemeanour that I've seen before include "Minor offence" , "Minor violation" , "Minor wrongdoing" .)
