(I've seen this before)

'caught out rearranging cup match or not?' is the wordplay.
I cannot really see how this works, but
'caught' could be 'c' (cricket abbreviation) and 'c' is present in the answer.
'not?' could be 'no' (negative) and 'no' is present in the remaining letters.
an anagram of 'out' is 'tou' which is within the left over letters.
This explanation may well be incorrect...

Can you help me to learn more?
