The answer and definition can be both people as well as being singular nouns.
Perhaps there's a link between them I don't understand?

'throwing a coin in the water' is the wordplay.
I cannot quite see how this works, but
'water' could be 'well' (well water is a kind of water) and 'well' is present in the answer.
The remaining letters 'wisher' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).
