'pick two blokes when one's short' is the wordplay.
I cannot quite understand how this works, but
'pick' could be 'elect' and 'elect' is found in the answer.
'one' could be 'i' (Roman numeral) and 'i' is found within the answer.
This may be the basis of clue (or it may be nonsense).

(Other definitions for electrical that I've seen before include "Concerning current" , "Concerned with current" , "Like some storms" , "Like goods with plugs" .)
