up in arms

'protesting' is the definition.
(I've seen this before)

'members entering america' is the wordplay.
I cannot really understand how this works, but
'members' could be 'arms' (arm is a kind of member) and 'arms' is found in the answer.
This may be the basis of clue (or it may be nonsense).

(Other definitions for up in arms that I've seen before include "Young child may be found here" , "openly rebellious" , "Involved in protest" , "Outraged" , "Baby may be" .)
