'so' becomes 'very' (I've seen this in another clue).
'in' is an insertion indicator.
'a german' becomes 'ein' ('a' in German).
'church' becomes 'ch' (abbreviation on maps etc).
'very' put inside 'ein' is 'everyin'.
'everyin'+'ch'='EVERY INCH'

(Other definitions for every inch that I've seen before include "Absolutely!" , "Wholly" , "Thoroughly" , "Entirely" , "In all departments" .)
