'absence of good round ruler' is the wordplay.
'absence of' becomes 'no'.
'good round ruler' becomes 'parking' (I can't justify this - if you can you should give a lot more credence to this answer).
'no'+'parking'='NO PARKING'

'shows' acts as a link.
