drown

(I've seen this in another clue)

'romeo' becomes 'r' (phonetic alphabet: alpha, bravo, charlie etc.).
'consumed by' is an insertion indicator (inserted letters get consumed).
'drink' becomes 'down' (to down something can mean to drink it quickly).
'r' going within 'down' is 'DROWN'.
