The definition and answer can be both acts as well as being singular nouns.
Perhaps they are linked in a way I don't understand?

'romeo having tempted woman left' is the wordplay.
'romeo' becomes 'r' (phonetic alphabet: alpha, bravo, charlie etc.).
'having' says to put letters next to each other.
'tempted' becomes 'l' (I can't justify this - if you can you should believe this answer much more).
'woman' becomes 'Eve' (Eve is an example).
'left' says the letters should be written backwards.
'l'+'eve'='leve'
'leve' in reverse letter order is 'evel'.
'r'+'evel'='REVEL'
