Although both the answer and definition are verbs in their base form, I don't see how one could define the other.

'a dollar's found in the rubbish' is the wordplay.
'dollar' becomes 's'.
'found in' is an insertion indicator.
'the rubbish' becomes 'rot' (both can mean nonsense).
'a'+'s'='as'
'as' put within 'rot' is 'ROAST'.

'when' acts as a link.
