Although both the answer and definition are singular nouns, I can't see how one could define the other.

'scarce piece' is the wordplay.
'scarce' becomes 'rare' (similar in meaning).
'piece' becomes 'bit' (synonyms).
'rare'+'bit'='RAREBIT'
