Although both the answer and definition are singular nouns, I can't understand how they can define each other.

'see to an apiarist's needs in' is the wordplay.
'see' becomes 'v' (Latin 'vide', used to direct a reader to a source).
'to' means one lot of letters go next to another (I've seen this in other clues).
'an' becomes 'i' (Roman numeral for one).
'apiarist's needs' becomes 'ches' (I am not sure about this - if you are sure you should believe this answer much more).
'in' indicates putting letters inside.
'v' put after 'i' is 'iv'.
'iv' going within 'ches' is 'CHIVES'.
