Although both the answer and definition are singular nouns, I don't see how one could define the other.

'set about foreign character that's caught' is the wordplay.
I cannot really understand how this works, but
'about' could be 'c' (abbreviation for 'circa') and 'c' is present in the answer.
'character' could be 'chi' (chi is a kind of character) and 'chi' is found in the answer.
'set' could be 'radio' (radio is a kind of set) and 'radio' is found within the remaining letters.
This accounts for all the letters.
This may be the basis of clue (or it may be nonsense).
