Crossword Genius

Shirking one's duties? (3,9)

Ross

I believe the answer is:

tax avoidance

I'm a little stuck... Click here to teach me more about this clue!

'shirking' is the definition.
The definition and answer can be both acts as well as being singular nouns.
Maybe there's a link between them I don't understand?

'one's duties?' is the wordplay.
I cannot quite see how this works, but
'one' could be 'an' (an apple is one apple) and 'an' is found within the answer.
This explanation may well be incorrect...

Can you help me to learn more?

(Another definition for tax avoidance that I've seen is " Steps taken to minimise payments to HMRC".)

I've seen this clue in The Everyman puzzle in The Observer.
