'empty' says to hollow out the word (remove centre letters).
'after' is a charade indicator (letters next to each other).
'quick look' becomes 'scan' (I've seen this in another clue).
'teddy' with its centre taken out is 'ty'.
'ty' after 'scan' is 'SCANTY'.

(Other definitions for scanty that I've seen before include "Insufficient in amount" , "Meagre, deficient" , "Insufficient in quantity" , "Lacking in amplitude or quantity" , "(Of clothing) barely adequate" .)
