'slowcoach' becomes 'snail' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'one' becomes 'i' (Roman numeral).
'rising' shows that the letters should be reversed in order (in a down clue, letters go up).
'snail'+'at'+'i'='snailati'
'snailati' written backwards gives 'ITALIANS'.
