'soda' can be an answer for 'fizz' (I've seen this before). I am unsure of the 'non-alcoholic' bit.

'small bother returning' is the wordplay.
'small' becomes 's' (abbreviation - e.g. clothes size).
'bother' becomes 'ado' (both can mean fuss or commotion).
'returning' says the letters should be written in reverse.
'ado' backwards is 'oda'.
's'+'oda'='SODA'
