sallow

(I've seen this before)

'small regularly depressed' is the wordplay.
'regularly' means one should take alternating letters (regularly take one letter, leave next etc.).
'depressed' becomes 'low' (synonyms).
The alternating letters of 'small' are 'sal'.
'sal'+'low'='SALLOW'

'and' acts as a link.

(Other definitions for sallow that I've seen before include "Sickly complexion" , "Of complexion, pale or pasty" , "Of complexion, pasty or yellowish" , "Jaundiced" , "Pale-looking - tree ..." .)
