'instance and elvis touring around island' is the wordplay.
'instance' becomes 'ci' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'and' says to put letters next to each other.
'touring' is an anagram indicator (touring can mean moving around).
'around' is an insertion indicator.
'island' becomes 'i'.
'elvis' anagrammed gives 'vilse'.
'vilse' going around 'i' is 'vilise'.
'ci'+'vilise'='CIVILISE'
