(I have seen 'Small change ' mean 'pence' so perhaps 'change' could also mean 'pence')

'writer' becomes 'pen' (something which writes).
'before' is a charade indicator (letters next to each other).
'church' becomes 'CE' (Church of England).
'pen'+'ce'='PENCE'
