'drought?' is the definition.
Although both the answer and definition are singular nouns, I can't see how one could define the other.

'steps taken after lengthy' is the wordplay.
'steps' becomes 'dance steps' ('dance step' can be a synonym of 'step').
'taken after' means one lot of letters go next to another.
'lengthy' becomes 'rain' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'dance' put after 'rain' is 'RAIN DANCE'.
