I believe the answer is:

I'm a little stuck... Click here to teach me more about this clue!

'vessels in harbour' is the definition.
'tugs' can be an answer for 'vessels' (tug is a kind of vessel). I am unsure of the 'in harbour' bit.

I cannot understand how the remainder of the clue works.

Can you help me to learn more?

(Other definitions for tugs that I've seen before include "Yanks" , "Tows" , "Pulls hard" , "Pulls in a jerking manner" .)

I've seen this clue in The Irish Times.
