(Paris is the capital of France)

'to little susan as standard issue' is the wordplay.
I cannot quite understand how this works, but
'standard' could be 'par' (standard of play in golf) and 'par' is found in the answer.
The remaining letters 'is' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
