(I have seen 'Yugoslav marshal' mean 'tito' so perhaps 'marshal' could also mean 'tito')

'came to after tea we hear' is the wordplay.
'came to' becomes 'ito' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'after' says to put letters next to each other.
'we hear' shows a homophone (sound like).
'tea' is a homophone of 't'.
'ito' put after 't' is 'TITO'.
