'with' is a charade indicator (letters next to each other).
'garment' becomes 'sari' (sari is a kind of garment).
'lifting' shows that the letters should be reversed in order.
'el'+'bic'+'sari'='elbicsari'
'elbicsari' reversed gives 'IRASCIBLE'.
