'curfew' can be an answer for 'restriction' (I've seen this before). I'm not sure about the 'timely' bit.

'on a dog with hardly any tail' is the wordplay.
'on' means one lot of letters go next to another.
'a dog' becomes 'cur' (both can mean a despicable person).
'with hardly any tail' becomes 'few' (I am not sure about this - if you are sure you should believe this answer much more).
'cur' put next to 'few' is 'CURFEW'.
