Both the definition and answer are adjectives. Perhaps they are linked in a way I don't understand?

'sheet for animation one in suspect scale' is the wordplay.
'sheet for animation' becomes 'cel' (sheet of celluloid used in animation).
'one' becomes 'i' (Roman numeral).
'in' indicates putting letters inside.
'suspect scale' becomes 'sus' (I can't justify this - if you can you should believe this answer much more).
'i' put inside 'sus' is 'sius'.
'cel'+'sius'='CELSIUS'
