I believe the answer is:

cares

I'm a little stuck... Click here to teach me more about this clue!

'troubles' is the definition.
(I've seen this in another clue)

'cars going round middlesex' is the wordplay.
'going round' means one lot of letters goes inside another (some letters go around others).
'middlesex' becomes 'e' (I can't justify this - if you can you should believe this answer much more).
'cars' going around 'e' is 'CARES'.

'encountered in' acts as a link.

Can you help me to learn more?

(Other definitions for cares that I've seen before include "Feels interest or concern" , "Worries, anxieties" , "Minds" , "Has concerns or interest" .)

I've seen this clue in the Evening Standard.
