I believe the answer is:

'uniform passed' is the wordplay.
'uniform' becomes 'even' (I've seen this before).
'passed' becomes 'handed' ('hand' can be a synonym of 'pass').
'even'+'handed'='EVEN-HANDED'

(Another definition for even-handed that I've seen is " Fair, impartial".)
