Although both the answer and definition are verbs in their -s form, I can't see how one could define the other.

'everybody sure to be confused' is the wordplay.
'everybody' becomes 'all' (I've seen this before).
'to be confused' is an anagram indicator.
'sure' with letters rearranged gives 'ures'.
'all'+'ures'='ALLURES'
