I believe the answer is:
tonga
This clue might be a double definition.
'vehicle in india' is the first definition.
'tonga' can be an answer for 'vehicle' (I have seen 'Light vehicle' mean 'tonga' so perhaps 'vehicle' could also mean 'tonga'). I am not sure about the 'in india' bit.
'friendly islands' is the second definition.
