Although both the answer and definition are verbs in their -s form, I don't understand how one could define the other.
'vehicles not starting' is the wordplay.
'vehicles' becomes 'trucks' (truck is a kind of vehicle).
'not starting' means to remove the first letter.
'trucks' with its initial letter removed is 'RUCKS'.
