I believe the answer is:

tacky

I'm a little stuck... Click here to teach me more about this clue!

'vulgar' is the definition.
(synonyms)

'change of policy about youth leader' is the wordplay.
I cannot really see how this works, but
'change' could be 'tack' (tack is a kind of change) and 'tack' is present in the answer.
'youth' could be 'y' and 'y' is present in the answer.
This accounts for all the letters.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for tacky that I've seen before include "lacking in taste" , "Unpleasant" , "Tastelessly showy" , "In bad taste; not quite dry" , "Drying but sticky" .)

I've seen this clue in the Sydney Morning Herald.
