(I've seen this before)

'wheels feeling rotten on' is the wordplay.
I cannot quite see how this works, but
'wheels' could be 'car' (wheels can informally mean a car) and 'car' is located in the answer.
'on' is present in the answer.
The remaining letters 'ill' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
