'about' is an insertion indicator.
'to steer' becomes 'cox' (to cox is to steer a rowing boat).
'over' shows that the letters should be reversed in order.
'tee' going around 'cox' is 'tecoxe'.
'tecoxe' written backwards gives 'EXOCET'.
